The NHI is meant to create a publicly administered and publicly funded National Health Insurance Fund (NHIF).
I cannot say I am leading a department which does not have money in three months， when I am told that we have underspent to begin with.
The summit， which dealt with challenges cing health in the area of KSD， was held at a packed health resource centre of the Nelson Mandela Academic Hospital.
But Masualle said if one looked at the months of April and May， there was generally under-spending in terms of the projection.

He said each department had to submit monthly reports on how money was spent.
The BEMF， which comprises academics， members of civil society， organised labour and business， monitors the National Strategic Plan on HIV and Aids 2007-2011.
According to a document of the ANC， the NHIF will receive all medical funds， which would be pooled for health services on behalf of the entire population.
However， he admitted to challenges ced by the department such as accruals not being accounted for.
That is the problem that bedevils the Health Department. These are things that we must sort out administratively so that we dont continually get embarrassed.

In April， the department projected that it would spend R1.8bn.
We have underspent in that month because we spent only R1.2bn ， said Masualle， adding that underspending was also a concern.
Masualle said the situation was not as dire as that， but admitted R13.3bn was not enough for a department beset with challenges such as lack of human resources and migration of specialist staff to the private sector.
Last week the Dispatch reported that a significant amount of the departments R13.3billion budget had been swallowed up by huge debts from the previous fiscal year.
In May the department projected a R1.2bn spend ， but spent R1.4bn.
Masualle was speaking at the King Sabata Dalindyebo (KSD) sub- regions first Health Summit in Mthatha last week.
A body called the Budget and Expenditure Monitoring Forum (BEMF) said a meeting of its members in May had found that the department had only enough money to last another two months.

That is an over-expenditure and it must be accounted for.
Yes we do have problems at the Health Department because its such a sensitive area， conceded Masualle， before dismissing the reports that his department finds itself in a financial crisis.
