In line with Motsoaledis order that hospital CEOs have a medical background, Pillay said the new requirements for CEOs of a tertiary hospital would include five years clinical, and another five years senior management experience.

The beleaguered Eastern Cape Health Department will over the next two months undergo major celifts in the hope of drastically improving health services to the poor and its tarnished image.

It again came under the spotlight last month when it was revealed that an outbreak of infection that killed 13 babies was kept from the public and health authorities.

His contract expired in November, but was twice renewed until June this year.

The public health system of one of the countrys most troubled provinces is poised to undergo a major overhaul – including the splitting up of hospital complexes and the axing of ill-qualified CEOs.

One of the first institutions to be effected by the change, first mentioned by Health Minister Aaron Motsoaledi in 2009, is the East London Hospital Complex – the Frere and Cecilia Makiwane hospitals.

Mosana could not be reached for comment yesterday, but Eastern Cape Health spokesman Sizwe Kupelo said his and other hospital CEOs affected by the changes will remain with the department until their contracts expire.

Mosanas tenure has been dogged by controversy, and despite having no medical background and holding a degree in political economics, he enjoyed political protection for over five years.

The Eastern Cape has for years been plagued by repeated scandals, including exposés on preventable baby deaths, cover-ups of infection outbreaks Eastern Health, maladministration and corruption.

Earlier this year Eastern Cape health MEC Sicelo Gqobana announced the changes in his policy speech and yesterday superintendent-general Dr Siva Pillay confirmed the process was under way.

That probably means virtually all of them should get the sack. It is a betrayal of that provinces, and this countrys sick that unqualified,unskilled, inexperienced and – too often – corrupt people should be put in charge of health cilities, where they literally have the lives of the sick and dying in their hands

A report yet to be made public alleges that one the provinces CEOs has only a Grade 10 qualification. Another worked at a post office prior to being employed as a hospital CEO.

Just last month the department revealed that fraud and corruption had cost it at least R45-million in the past few years.
